Singapore Student’s Pass Application: Steps and Documents

The Student’s Pass application is the decisive step after a student receives an offer from a Singapore school. Preparing the right documents and applying at the right time helps the application be processed quickly and avoids repeated requests for additional documents. This article summarises the process, documents, fees and processing time based on the official guidance of Singapore’s Immigration & Checkpoints Authority (ICA), so parents and students can plan ahead.

What is the Student’s Pass and who needs it?

The Student’s Pass is a residence permit for international students studying full-time in Singapore. It is not a tourist visa: Vietnamese students enrolling in full-time programmes at a Private Education Institution (PEI) or a public institution need a Student’s Pass.

According to ICA, international students may only be admitted to private institutions that hold EduTrust certification. Before paying a tuition deposit, families should check whether the school has this certification. For the Singapore 6+6 programme that SHI Global recruits for, we show parents how to look up the school’s information themselves before signing a contract.

When should you apply?

ICA requires new applications to be submitted no earlier than 3 months and no later than 2 months before the course start date. Applications submitted too early are not accepted by the system; applying too close to the start date risks missing the intake if extra documents are requested.

A sensible timeline is to complete the admission file and receive the offer about 3–4 months before the start date, then submit the Student’s Pass application as soon as the 2–3 month window opens.

The Student’s Pass process in 5 steps

  1. Offer and registration by the school. Once the student is accepted, the school registers the student’s details with ICA and issues a Registration Acknowledgement Letter with a reference number.
  2. Complete the online application. The student (or parent, guided by SHI) fills in personal, education, family and financial information on ICA’s e-service and uploads the photo and documents.
  3. Pay the processing fee. The processing fee is SGD 45 and is non-refundable even if the application is unsuccessful.
  4. Receive the In-Principle Approval (IPA) letter. Once approved, the student prints the IPA letter, which is used for entry and for collecting the pass. Its validity is stated on the letter.
  5. Complete formalities in Singapore. After arriving, the student completes the requirements listed in the IPA (usually including a medical examination if required) and collects the card by appointment, or through the school if it provides this support. The issuance fee is paid at this step.

Documents to prepare

The list below is based on ICA’s requirements for students at private institutions. ICA may request additional documents depending on the case.

Document group Details Notes
From the school Registration Acknowledgement Letter Issued by the school after the student is accepted
Identity Passport (bio page), birth certificate Passport should be valid for longer than the course
Education Graduation certificate, school transcripts Vietnamese originals need a valid English translation
Family and finances Details of parents/siblings and the financial sponsor Declare truthfully and consistently with supporting documents
Contact Address in Singapore, email, phone number The school-arranged dormitory address can be used
Photo Digital colour photo taken within the last 3 months Must meet ICA photo standards (white background, clear face)

About translations: ICA accepts translations made by the issuing authority or an embassy, notarised translations, or self-made translations certified according to its rules. ICA does not appoint any particular translation company. SHI Global guides families to translate and notarise documents correctly so nothing has to be redone.

How long does processing take?

According to ICA, new applications from students at private institutions usually receive a result within 1 month (excluding the day of submission); for EduTrust-certified schools this can be as short as about 2 weeks. Some applications may take longer if extra verification is needed. Students do not need to be in Singapore while waiting.

Common mistakes that delay or lead to rejection

  • Applying outside the 2–3 month window before the course start date.
  • Information on the form not matching the documents (date of birth, school name, graduation year…).
  • Missing translations, or translations in a form ICA does not accept.
  • Photos that do not meet the standard or were taken more than 3 months ago.
  • Vague financial information that does not explain how tuition and living costs will be paid.

No provider can “guarantee 100% approval”, because the decision belongs to ICA. What families should do is prepare an honest, complete and timely application – which is also how SHI Global works with every student.

Frequently asked questions

Does the student need to go to Singapore to apply?

No. The application is submitted online and the student can stay in Vietnam while waiting for the result.

How much is the Student’s Pass fee?

The processing fee is SGD 45 and is non-refundable. The issuance fee is paid once the application is approved; SHI will inform you of the current fee at the time of application.

How long until we get a result?

Usually within 1 month; EduTrust-certified schools may be faster, around 2 weeks. Some cases need extra time for verification.

Can a Student’s Pass holder work part-time?

Work rules depend on the type of school and programme. In the 6+6 programme, the internship phase is part of the course and is arranged by the school. Families should check the conditions of each programme carefully before enrolling.

When is the best time to apply?

As soon as the 2–3 month window before the start date opens, once the school’s Registration Acknowledgement Letter has been issued.
